“The Calgary Chamber welcomes the Government of Alberta’s announcement to act as the proponent for a new pipeline to the B.C. coast and calls on the federal government to act urgently on regulatory reform to enable a path to increasing production. A new pipeline will advance market access for businesses, one of three key pillars of a ‘three-legged stool’ – leaving the need for decarbonization investments and increased production to realize the energy sector’s full potential.
“With Canada’s energy sector accounting for a quarter of the country’s international exports and a cornerstone of both our provincial and national economies, improving market access is essential to the sector’s long-term viability, especially amid growing trade uncertainty and a steady decline in exports to the United States. A new pipeline, advanced and de-risked by the Government of Alberta, would attract investment and promote economic growth across the country.
“Despite Canada’s energy potential, regulatory uncertainty continues to limit production and deter significant investment, making it difficult to increase output at the scale needed to support new pipeline capacity. We strongly encourage the withdrawal of the proposed Greenhouse Gas Emissions Cap and oil tanker ban, and the implementation of major revisions to the Clean Electricity Regulations, Impact Assessment Act and anti-greenwashing measures in Bill C-59. Without a more predictable regulatory framework, building viable pipeline infrastructure in Canada will remain extremely difficult. We look forward to working with the federal government to implement these significant reforms with urgency, in support of productivity, investment attraction and enhanced competitiveness of Alberta’s energy sector.
“Lastly, decarbonization will need to be supported, and while we are encouraged by indications that the Pathways carbon capture project may be considered for advancement through the Major Projects Office, this project and others will require considerable federal, provincial and private sector investment. Additionally, this project will complement a new pipeline by advancing a low-emissions future while reinforcing Alberta’s position as a leader in sustainable energy production. We urge both the provincial and federal governments to work closely with industry to ensure the project receives the support and coordination needed to move ahead.”
